the router will attempt to deliver mail to an over quota mail file according to those settings (and will when enough space becomes available, or times out), over quota warning messages (if there's some space left?) are also sent according to those settings.

you may have to unload/load the router task for these to become effective (not sure but always a good bet)

if a user attempts to save a document in an over quota mail file, they'll get blocked instantly, same as always, the settings have nothing to do with user access
